This works for IE4.0 in Windows 95 or Windows 98 environment.  However, I am not sure if it works the same way for IE4.0 under in Chinese Windows 98.  Anyway, it may be worth a trial.
 

Installation

1) Download the IE Simplified Chinese Font File
2)  Double click the ie3lpkcn.exe file to run the setup.
3)  Click Yes to continue.  The License Agreement dialog box will be displayed.
4)  Click Yes to continue.  Once the installation is completed, restart the PC.   The MSHEI.TTF and MSSONG.TTF Simplified Chinese fonts will be installed on your PC.
 

Viewing  Chinese on IE 4.0

1)  Open IE.
2)  Select View / Fonts / Simplified Chinese (gb2312) for Simplified Chinese.

Automatic Display

For most of the time, font display will be automatically switched by IE for you.
